The article examines theoretical and applied aspects of road asset management, taking into account modern requirements for organizing maintenance, repair, and planning the development of road infrastructure. It is substantiated that, under current conditions, road assets should be considered the appropriate object of management, including the road network, pavements, bridges and drainage structures, roadside facilities, as well as inventory, diagnostic, and monitoring data. Network, program, project, and operational management levels are systematized, and their main functions, information inputs, and types of management decisions are identified. Particular attention is paid to the role of road condition diagnostics, digital road passports, GIS, automated data banks, and monitoring in supporting management processes with reliable information. The need to move from reactive defect elimination to preventive road asset management throughout the asset life cycle is considered. It is shown that, under limited financial resources, prioritization should take into account actual asset condition, deterioration forecasts, transport significance, risks, work costs, and the consequences of postponing repairs. The article concludes that an integrated road asset management system is required to ensure consistent links among diagnostics, planning, financing, implementation of interventions, and subsequent monitoring of results.
