This study examines the parameters of wind and wind energy potential using a statistical two-parameter Weibull distribution in the city of Khujand. The maximum likelihood method (MMF) and the method of moments (MM) for modeling wind speed are proposed and described. It turned out that both methods produce very similar results with comparable accuracy and are based on the widespread use of digital technologies. For the study, METAR data was used, collected on the territory of Khujand airport, Sughd region. Over the ten years (2015-2024), the seasonal structure of the shape parameter indicates an increase in the regularity of wind in winter and summer (k>2) and increased turbulence in spring and autumn (k ≈1.86). The analysis showed that the annual values of the scale parameter c ranged from 5.09 to 6.06.
