Annotation:

The article examines the problem of optimizing winter maintenance of mountain highways under conditions of limited financial, technical, and material resources. The relevance of this issue for mountainous regions is substantiated, as the condition of the road network is simultaneously affected by a complex set of winter natural factors. Special attention is paid to the conditions of the Republic of Tajikistan, where the stability of transport communication largely depends on the timely maintenance of mountain pass sections, socially significant sections, and accident-prone sections. The study proposes a risk-oriented approach to the allocation of winter maintenance resources, based on consideration of the transport significance of the road, the level of natural and climatic risk, the social function of the section, the recurrence of road closures, and the severity of the consequences of possible traffic interruption. A simplified integral model for prioritizing road sections is presented, which makes it possible to identify zones of I, II, and III service levels. The necessity of applying preventive technologies, including anti-icing treatment of the pavement, weather monitoring, and preliminary placement of machinery and materials, is substantiated. It is concluded that the proposed approach makes it possible to increase the efficiency of winter maintenance, reduce the risks of transport isolation, and ensure a more rational use of the limited resources of road organizations.
